CSEE Takes Part in Discussions on Rail Development in Vietnam
Vietnam is currently demonstrating strong ambitions in high-speed rail development, with major projects set to sustainably transform mobility across the country.
In this context, Compagnie des Signaux (CSEE) participated in a roundtable dedicated to these challenges, held as part of the France–Vietnam Rail and Urban Mobility Forum on May 8 in Hanoi. The event brought together key French and Vietnamese stakeholders to discuss opportunities for cooperation and innovative solutions to support the development of rail infrastructure.
ERTMS: A Key Standard for Sustainable and Scalable Rail Networks

Discussions highlighted a fundamental point: the importance of open standards such as ERTMS (European Rail Traffic Management System) in railway signalling.
These standards enable operators to:
- maintain freedom of choice in technology,
- ensure interoperability across networks,
- support the controlled, reliable, and sustainable evolution of infrastructure over the long term.
As development accelerates, these factors are essential to ensuring a high-performing and sustainable rail system
Localisation at the Heart of Vietnam’s Expectations

Discussions also highlighted a central issue: localisation, which is now at the core of Vietnamese authorities’ priorities.
The success of railway projects relies on:
- the training of local teams,
- the transfer of expertise,
- the development of long-term industrial partnerships.
This is an area where CSEE brings strong experience, built through its international track record, notably in China, South Korea, and more recently in Morocco with the Tangier–Kenitra and Kenitra–Marrakech high-speed rail projects. In each of these, strong local anchoring proved to be a key success factor.
In railway signalling, much of the value is created directly on the ground, through essential project phases:
- studies and engineering,
- system installation,
- testing and validation,
- certification.
These stages require skilled and experienced local teams, capable of operating as close as possible to operational needs.
